As part of the Finance Department in the City, the Pension & Benefits Office provides administration and guidance for employees and retirees who are covered by City benefit plans. Retirement plans include a 401(a) Money Purchase Plan, the Waterbury Retirement System which is a defined benefit plan, a 403(b) plan for Department of Education employees and a 457(b) Deferred Compensation Plan. Welfare benefits include medical, health & wellness benefits, dental, pharmacy, life insurance, AD&D, a section 125 flexible spending account, dependent care account (daycare), as well as a comprehensive employee assistance program. There are also voluntary supplemental benefits available. We currently cover over 11,000 active employees, family members and retirees under the city programs.

Enroll in your 2026 Flexible Spending Account (FSA) with our new vendor, P&A Group. Go to www.padmin.com to enroll. Select Online Enrollment and choose FSA.
Second Chance Enrollment for our Voluntary Benefits through The Standard - including Short Term Disability, Critical Illness, Accident, Hospital Indemnity and Additional Life Insurance. Go to www.standard.benselect.com/cityofwaterbury to check your beneficiaries as well as enroll in any or all of the supplemental plans offered.
You don't need to be enrolled in the City's health insurance to participate in FSA or the Voluntary Benefits.
