NOTICE OF REMEDIATION and Community Notification Ad

The City of Waterbury, Connecticut, and its designated non-profit economic and community development organization, Waterbury Development Corporation (WDC), hereby provide notice of intent to commence environmental remediation activities on or after February 16, 2026, at 170 Freight Street (REM ID:22993), 000 W Main St (REM ID:14606) and  130 Freight Street (REM ID:14605). Remediation activities are partially funded by a U.S. Environmental Protection Agency (US EPA) Brownfields Cleanup Grant. 

The City intends to apply for FY26 EPA Brownfields Cleanup Grant funding EPA-I-OLEM-OBLR-25-07 to further support cleanup work within the Freight Street Corridor (three parcels). The draft grant application and Analysis of Brownfields Cleanup Alternatives (ABCA) is available on WDC’s website for Public review and comment. The public can email comments on the draft application and ABCA to Zachary Keith at Keith@wdconline.org by January 8, 2026.

The draft ABCA, prepared by Tighe & Bond, identifies the objectives of the environmental response action and evaluates cleanup alternatives for the Site. This notice initiates a 30-day public comment period for the ABCA, which will run through February 9, 2026. A public informational meeting on the remediation and grant application will be held on Thursday, January 8, from 5:30 PM to 7:30 PM in the Cass Gilbert Room of  Waterbury City Hall, 235 Grand Street, Waterbury, CT, to discuss the draft ABCA and grant application and provide an opportunity for public feedback.  The virtual meeting is also available. The planned remediation will address polluted fill, soil, and concrete and historical petroleum and/or chemical releases at 170 Freight Street under the Connecticut Voluntary Remediation Program (VRP), in accordance with the Connecticut Remediation Standard Regulations (RSRs). The planned remediation activities at 000 West Main Street and 130 Freight Street will address contaminated soil and concrete as well as removal of underground petroleum storage tanks under a Stewardship Permit issued by CT DEEP and in accordance with the RSRs. Activities may include removal of soil, and concrete containing petroleum hydrocarbons, volatile organic compounds (VOCs), metals, and/or polychlorinated biphenyls (PCBs). PCB remediation will be conducted in accordance with an US EPA-approved self-implementing cleanup plan pursuant to 40 CFR §761.61(a) at 170 Freight Street. 
This notice is issued pursuant to applicable State and Federal regulations and programs referenced in this notice, including the RSRs.
