Receipt
of 2023 Property Assessment Appeal Applications

Waterbury - The Board of Assessment Appeals began accepting
applications for appeal on February 1st, 2024. The deadline for city residents and
businesses to submit an application to appeal their property’s 2023 assessed
value is Tuesday, February 20, 2024 which happens to fall on a day when City Hall
is scheduled to be closed in recognition of President’s Day.
Mayor Paul
K. Pernerewski, Jr. announced today that Waterbury’s City Hall Assessor’s
office will be open on Tuesday from 9:00 AM – 4:30 PM to allow for residents
who wish to submit their appeal application in person.

said. “I want to ensure that everyone has the chance to appeal their assessed
value if they so choose.”
Assessment appeal
applications may be obtained from the Assessor’s Page on the City’s website at www.WaterburyCT.org. Assessment appeal applications can be emailed to appeals@waterburyct.org or faxed to (203) 574-6992.
Applications can be
submitted by email, fax or in person. Assessment appeal applications may also
be mailed provided they are received on or before February 20, 2024.
For applications
received on or before February 20, 2024, the Board of Assessment Appeals will
schedule hearings beginning March 1st.
Assessment
notices were recently furnished to residents and businesses pursuant to Connecticut
General Statute 12-55 reflecting your net assessment effective for the October
1, 2023 Grand List and reflective of phasing in the second year of the October
1, 2022 property revaluation. On May 22, 2023 the City’s Board of Aldermen
unanimously approved a four-year phase-in of the 2022 Revaluation, deeming a
phase-in of the increased values to be most beneficial to taxpayers with
residential growth outpacing commercial property growth. Any parcel which
received an increase in value due to the 2022 revaluation received a 75%
phase-in exemption for the October 1, 2022 grand list. Effective for the
October 1, 2023 grand list, any parcel which received an increase in value due
to the 2022 revaluation will receive a lower 50% phase-in exemption when
calculating the current net assessment. A reduction in the City’s mill rate
will be proposed by Mayor Pernerewski for adoption by the Board of Aldermen as
part of the 2024-2025 budget proposal and adoption process due to the lower
phase-in exemptions and corresponding higher net assessments reflected in the
October 1, 2023 grand list.
