PUBLIC NOTICE



Notice is hereby given that the City of Waterbury was unable to process its proposed Substantial Amendment to the CD YR 45 (2019-2020) Community Development Block Grant Program Annual Action Plan for the purpose of allocating the supplemental Community Development Block Grant COVID funds and the supplemental Emergency Solutions Grant COVID funds under the Coronavirus Aid, Relief and Economic Security Act (CARES Act) PL 116-136 signed on March 27, 2020 due to HUD’s early approval on August 26, 2020 of the new Consolidated Plan that includes the CD YR 46 (2020-2021) Annual Action Plan. HUD’s regulations state that the most current approved Annual Action Plan must be amended to include the CARES Act funding. When the City began the process in June 2020 it proposed substantially amending the CD YR 45 (2019-2020) Annual Action Plan as it was the current approved Plan and it did not anticipate an early approval, prior to the end of September for the CD YR 46 Annual Action Plan.

The purpose of this Public Notice is to notify the public that the City of Waterbury has substantially amended its Consolidated Plan (2020-2024) that contains its CD YR 46 (2020-2021) Annual Action Plan in order to include the CARES Act funding. The allocations as previously noticed remain the same.

The City has been allocated $1,317,293 in supplemental CDBG-CV funds and $1,802,458 in supplemental ESG-CV funds. CARES Act funds must be used to prevent, prepare for and respond to the Coronavirus (COVID-19).


CDBG-CV Allocations:
1. Program Administration: $50,000
2. Center for Human Development (690 East Main Street): $161,511-Funds will be used for heated tent, salaries, supplies for Hospitality Center.
3. City of Waterbury Fire Department (236 Grand Street): $200,000-Funds will be used for personal protection equipment (PPE) to prevent the human to human transmission of the virus.
4. City of Waterbury Public Works Department (185 South Main Street): $141,375-Funds will be used to purchase materials for mobile testing facilities and trailers to transport them to three field hospitals set up by the City during the pandemic.
5. City of Waterbury Senior Center (1985 East Main Street): $400,207- Funds will be used to provide meals and meal delivery for vulnerable seniors during the pandemic.
6. City of Waterbury Public Works Department (185 South Main Street): $164,200-Funds will be used to outfit three recreational centers that were identified as having the ability to be set up as field hospitals. The centers are: Chase Park House, North End Recreation Center and River Baldwin Center.
7. New Opportunities Inc. (232 North Elm Street): $25,000-Funds will be used to replace refrigeration/heating units in their Meals on Wheels delivery vehicles so they can continue to feed Waterbury’s most vulnerable citizens.
8. Police Activity League (PAL) (64 Division Street): $175,000-Funds will be used to reconstruct the parking lot to include multi-purpose outdoor space to assist the City with ongoing COVID relief and support efforts.

ESG-CV Allocations:
1. Program Administration: $90,122
2. Safe Haven of Greater Waterbury (29 Central Avenue): $32,000-Funds will be used for utility assistance for shelter clients and for air purifiers for the office.
3. St. Vincent DePaul Mission (114 Benedict Street): $878,814-Funds will be used for salaries, essential services at the shelter and rapid re-housing rent and security deposits for shelter clients.
4. Salvation Army (74 Central Avenue): $543,133- Funds will be used for homeless prevention services including rent and utility assistance, case management and HMIS data input.
5. Center for Human Development (690 East Main Street): $258,389-Funds will be used for homeless outreach coordinator and essential services to reach and serve the unsheltered population.


In accordance with the amended Citizen Participation Plan (CPP), the addition of activities not originally described in the Annual Action Plan and a major reprogramming of funds of more than 5% of the grant allocation or $100,000 whichever is greater constitutes a Substantial Amendment to the Consolidated/Annual Action Plan. These supplemental funds meet these requirements. In addition, the amended CPP also provides for a five (5) day public comment period on the Substantial Amendment, the holding of virtual public hearings and meetings and the posting of documents on the City’s website www.waterburyct.org.

The City held an application process on the CARES Act funds from June 26, 2020 to July 24, 2020. The CAC evaluation meeting (virtual) scheduled for August 4, 2020 was cancelled due to the power outages caused by Tropical Storm Isisas. The CAC evaluation meeting (virtual) was held on August 5, 2020 and they recommended the above allocations. The five (5) day public comment period commenced on August 8, 2020 and ended on August 12, 2020. The CAC held a Public Hearing (virtual) on August 12, 2020 at 5:30pm to receive public input. The Board of Aldermen approved the Substantial Amendment on September 8, 2020 at its virtual public meeting.
