2/8/2019 - Public Notice - Notice of Public Hearing Substantial Amendments to Annual Action Plans to Reallocate Funds for Construction Costs for Phase 1 of the Brass City Harvest Food Hub Project

NOTICE OF PUBLIC HEARING

 

The City of Waterbury has proposed the following substantial amendments to the Community Development Block Grant Program Annual Action Plans: 1). CD YR 41 Annual Action Plan (2015-2016) reallocate the $78,507.83 for the Brass City Harvest (BCH) Food Hub fixed equipment and capital infrastructure to construction costs for Phase 1 of the Food Hub Project.  2). CD YR 42 Annual Action Plan (2016-2017) reallocate the $135,000 for BCH fixed equipment and capital infrastructure to construction costs for Phase 1 of the Food Hub Project. 3). CD YR 42 Annual Action Plan (2016-2017) cancel the St. Joseph’s Community Center Project allocation of $300,000 and reallocate it to construction costs for Phase 1 of the Food Hub Project. 4). CD YR 44 Annual Action Plan (2018-2019) cancel the YMCA Annex at Rose Hill Acquisition allocation of $300,000 and reallocate it to construction costs for Phase 1 of the Food Hub Project.

The City of Waterbury has prioritized the construction of the Brass City Food Hub as a critical component of the City’s economic development strategy that will redevelop a brownfield site, create needed vocational training and employment opportunities for residents and develop the state’s first facility to aggregate, distribute and process farm food under the new stringent food safety guidelines.

In accordance with the Citizen Participation Plan, the change in use of grant funds from one eligible activity to another; the elimination of an activity originally described in the Annual Action Plan; the addition of an activity not originally described in the Annual Action Plan and a major reprogramming of funds of more than 5% of the grant allocation or $100,000 whichever is greater constitutes a Substantial Amendment to the Consolidated/Annual Action Plan. This action meets these requirements.

The substantial amendments were presented to the Citizens Advisory Committee (CAC) for its review and approval. The CAC approved them on February 6, 2019 and scheduled a Public Hearing on Tuesday, March 12, 2019 at 5:15pm in the Veteran’s Memorial Hall, City Hall, 235 Grand Street, Waterbury, CT. The facility is handicapped accessible.  The City will provide interpreters and assistance for non-English speaking, hearing impaired or disabled residents upon receiving a request at least four (4) days prior to this hearing date.  Residents should call Diane Toolan at 203-346-3810 x 7288 to make this request.

A thirty (30) day public comment period will commence on February 12, 2019 and end on March 13, 2019.
