HOME American Rescue Plan

The City of Waterbury has been informed by the United States Department of Housing and Urban Development (HUD) that it will be receiving $3,248,404 in HOME Investment Partnerships – America Rescue Plan (HOME-ARP) funding. The funding is authorized under the American Rescue Plan Act of 2021 (“the Act”), which appropriated $5 billion to provide housing, services, and shelter to individuals experiencing homelessness and other vulnerable populations. 

In order to receive its HOME-ARP funding, the City is required to engage in consultation, solicit public input and encourage participation, and develop a HOME-ARP Allocation Plan that meets the requirements of HUD, the Act, and other applicable regulatory requirements. Funding under the Act is limited to the following four activities:

• Affordable Rental Housing;
• Tenant Based Rental Assistance;
• Supportive Services; and
• Non-congregate Shelter.

Additionally, funding and activities must primarily benefit individuals and families who categorically fall within one of the following defined qualifying populations:

• Homeless;
• At-risk of homelessness;
• Fleeing/Attempting to Flee Domestic Violence, Dating Violence, Sexual Assault, Stalking, or Human Trafficking;
• Other Populations where assistance would prevent the family’s homelessness, or serve those with the Greatest Risk of Housing Instability; and
• Veterans, and families including a veteran member(s), who meet one of the preceding criteria

 

Participation & Consultation

 

The City's Citizen Advisory Committee (CAC) has developed a planning schedule of meetings and due dates in accordance with HUD guidance and the City's Citizen Participation Plan. The schedule provides for a community survey, two public hearings, and several consultation roundtables with agencies and organizations. All input received will be used to help identify the City's needs and develop its HOME-ARP Allocation Plan.

In an effort to maximize public participation, the City has created a community survey available to residents and organizations. Interested residents will have until Thursday, March 10, 2022, to complete and submit the survey. The survey can be accessed and completed online by using the link below. The City will also provide copies of the survey at designated locations in accordance with the City’s Citizen Participation Plan.
