WATERBURY, Conn. (WTNH) — Waterbury’s Mayor believes the police athletic league, or PAL, is the reason the city now has the lowest youth crime rate among major Connecticut cities. The league emphasizes school work and sports and is open to all kids ages four to 18.

In 2003, PAL had less than 100 members. In 2015, there are more than 4,200 members.

“It is better for them to be there than outside. It keeps them out of trouble,” said grandmother Felicita Quintero.

Waterbury’s National Night Out would have been one more thing to keep them out of trouble, but organizers say the event had to be canceled at the last minute due to a lack of support.

“We are let down it is not happening,” Andrew Chester said. “We do it each year, but things happen and now were focused on the back-to-school rally.”

The free rally takes place August 19 at Library Park. Organizers will give out free backpacks and school supplies from 1 p.m. to 5 p.m.
