part of the Finance Department in the City the Pension & Benefits office
provides administration and guidance for employees and retirees who are covered
by City benefit plans. Retirement plans include a 401(a) Money Purchase Plan,
the Waterbury Retirement System which is a defined benefit plan, a 403(b) plan
for Department of Education employees and a 457(b) Deferred Compensation Plan.
Welfare benefits include medical, health & wellness benefits, dental,
pharmacy, life insurance, AD&D, a Section 125 flexible spending account,
dependent care account (daycare), as well as a comprehensive Employee
Assistance Program. There are also voluntary supplemental benefits available.
We currently cover over 11,000 active employees, family members and retirees
under City programs.

RETIREES: New State Tax Requirement Effective 1/1/2018
Per Connecticut General Statute §12-705, as amended by 2017
Connecticut Public Acts 147, §6, beginning on January 1, 2018, all retirees
living in the State of Connecticut
must submit a 2018 Form CT-W4P to the City of Waterbury.
The state Department of Revenue Services has instructed the City of Waterbury to withhold CT state income tax at 6.99% until a 2018 Form CT-W4P has
been received for each applicable retiree. Retirees are no longer permitted to
specify a flat dollar amount to be withheld. Failure to provide the city with a
properly completed 2018 Form CT-W4P will result in 6.99% withholding from

Teachers and School Administrators: Mandatory Contribution Increase
Effective January 1, 2018 all active members who contribute to the Teachers’ Retirement Board (TRB) Fund which is your State administered pension plan, are required to contribute a total of 8.25% of pensionable salary. This is an increase of 1% over 2017. (7% Regular; 1.25% Health).
If there are questions, you will need to contact the State of Connecticut. The City does not administer this plan, although the Payroll Department takes payroll deductions and sends them to the State.
