Waterbury has a municipal form of government. The mayor and the 15 aldermen at large are elected biennially in odd years. They derive their authority from the City Charter and the Connecticut State Statutes. The town of Waterbury was incorporated in 1686, the city was incorporated in 1853 and the two consolidated in 1902.
